Irelia is a relatively safe pick for top lane. She got great sustain for farming and can be played as both an assassin and tank, which makes her a great allround pick without being a jack of all trades.

Irelia got great burst and a really strong mid game if she keeps up her farm. She got good harrasment combined with her escape and chase mechanism. Most importantly she is able to farm in nearly every situation due to her good sustain and survivability. Her passive makes her resistans to most CC. She deals true damage with low mana costs.

She can fall off a bit late game damage wise, but when playing her assassin, your only job is to get enemy ADC anyway. Very item dependent. Have to safe farm pre lvl 6, since she is really weak before that.
